SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

Scope of work:

The Community Mobilizers serve as the direct points of contact for the Rural Development projects stakeholders with the communities. The Community Mobilizers will play an active role in the targeted communities to build understanding and support for the Rural Development projects (FCDO). Project intervention and working in close collaboration with project team. The primary responsibility of the incumbent is to mobilize the target communities, build capacity through regular counseling, collection of community mobilization and training data.

Main Responsibilities:

  • Raise awareness of communities regarding Citizens’ Charter.

Mobilize the target communities to project intervention, procedures, and policy and to inspire them to actively play their role in the promotion of project aims.

  • Conduct baseline surveys on community, develop and implement community mobilization plan
  • Mobilizes and motivates the target communities on gender equality issues
  • Inspires the sense of contribution, participation, and self-reliance in the target communities.
  • Establishes and develops good mutual understanding, cooperation and trust between SCA/RD projects and the target communities
  • Maintains good working relations with authorities.
  • Work with family to supports the women to follow and complete the training and to continue to work in trade.
  • Working directly with trainees or community groups to continue to change their attitudes.
  • Facilitate participatory tools to feed into planning and support CDCs/GAs and CCDCs in Gap analysis for creating participatory and pro-poor and inclusive Community Development Plans.
  • Support Sub-Committees to perform their roles and responsibilities and assist them in self-evaluations.
  • Build Capacity of CDCs/ and Cluster CDCs/GAs and all sub-committees to perform their roles and responsibilities.
  • Facilitate interest and self-help groups in communities, with a focus on poor men and women and marginalized and excluded groups.
  • Assess training needs of the CDCs and sub-committees in mid-stream and adjust refresher training.
  • Perform any other tasks assigned by line supervisor
 

Job Requirements

      • Male applicants should be at least bachelor’s degree holder and female applicants should be at least 14th class and preference will be given to the bachelor’s degree holders.
      • Male and female applicants should have at least three- and one-year’s relevant experience respectively in the similar positions, especially within an NGO, UN agencies or similar organization. Experience of training delivery is most preferable.
      • Computer skill working level, English, Dari, and Pashto both written and spoken interpersonal and communication skill at working level and troubleshooting skill as well ability and willingness to travel to the project sites.
      • Good Knowledge on documentation, filling and record keeping.
      • Working experiences in administration related jobs with well-known NGOs
      • Communication skill both written and spoken in English, Dari, or Pashto
      • To be familiar with the cultural, socio-economic, and political environment of Wardak province
      • Familiar with report writing
      • Ready to work live and travel in an intricate and strenuous environment
      • Honest, Active, and well mannered
