Established in 1934, the Afghan Red Crescent Society (ARCS) is an independent, humanitarian institution which has been recognized by the government of Afghanistan as an auxiliary to State agencies. ARCS play an important role in delivering disaster response services. Under the 2016 Red Crescent Law, ARCS carry out its activities in accordance with the principles of humanity, impartiality, neutrality, independence, voluntary services, unity and universality. Among others, ARCS have the duty to provide assistance to disaster-affected communities, supply emergency shelter, and distribute relief items to vulnerable people. Through its network of 7 regional branches and 34 provincial branches and more than 20,000 staff and trained volunteers, ARCS is amongst the few national organizations with nation-wide outreach and access. Over the past decades, ARCS has managed to uphold its neutrality and enjoys acceptance enabling its teams to carry out principled humanitarian action across the lines of conflict, including in the large portions of the territories controlled by armed opposition groups. With the support of its Red Cross Red Crescent Movement partners – the International Federation of Red Cross and Red Crescent Societies (IFRC), the International Committee of the Red Cross (ICRC) and Partners National Societies like the Norwegian Red Cross – ARCS has also strengthened its management systems, procedures and partnerships to respond to emergencies, upon request of the public authorities or under its own initiative.

 

Job Description

Objectives

To strengthen the capacity of community and faith-based organizations to be fully involved at all levels of the planning and implementation of health and immunization programs.

Duty and Responsibilities

  • Assists the Project staff in making plans for the community health programs
  • Advocate for and participate in monthly coordination mobilization meetings of the provincial Team to monitor implementation of priority EPI/PEI activities as articulately in the Province EPI/PE Province plans.
  • Support timely (a) collection of all Mobilization meeting minute, report and feed-forward to province, zonal and national level.
  • Ensure regular updating of Mobilization plan   for  EPI/PEI  to incorporate technical recommendations from, program  reviews
  • Collate monthly   reports of all community based activities from field and compile a monthly   narrative report.
  • Ensure that all  provincial personnel prepare weekly/monthly work-plans in line with national plan  
  • Ensure timely sharing of activity reports and or plans of activities to be supported by the Agency with authorities, partners and other relevant stakeholders in the Head Quarter  
  • Support training and capacity building of Community volunteers    for better implementation of Immunization activities
  • Under the direct supervision of National Project Manager, the community Health Supervisor is responsible for coordination, communication and mobilization of the target communities to pave way for smooth implementation of project in the target areas. The community health Supervisor will assist community volunteers   in assessment, coordination, scheduling and organizing of community mobilization meeting and sessions including enhancing EPI coverage as well as livelihood support activities at the target district level.
  • Classify & inform community mobilizers and Volunteers about the community members’ constraints/ limitation.
  • coordinate and communicate project activities at Provincial  & District level
  • Mobilize community mobilizers and local authorities to coordinate health care services activities.
  • Provide regular support to the CHVs throughout the communities.
  • Coordinate activities on different topics in support of the medical activities; this might include promoting medical services, hygiene promotion, information on subjects linked to maternal health, malnutrition, malaria, COVID19, Vaccination, disease surveillance
  • Support recruitment and training of community-based health volunteers
  • Schedule regular site visits for monitoring and supervision to ensure quality of services, accurate data collection and tracking of community health activities
  • Submit weekly /monthly updates to NPM  on the Community based health activities  progress
  • In close coordination with community volunteers, develop positive relations with community through regular meetings with elders, Mullahs, local Shura and CDC to promote ARCS acceptance in the target areas.
  • Identifies and reports immediately to  the  NPM  any problems that may interfere in achieving program objectives.
  •  Support the provision of primary health care with in the community
  • Support  project staff in Establishment of local shuras and Grand Mother Committees
  • Providing reports to the  NPM about  Community based health  problems and consulting for possible solution
  • Provide appropriate health education materials
  • Any other duties assigned by National Project  manager
 

Job Requirements

Required Education/Qualifications, Experience and Skills:

  • Medical Doctor  /prefer  MPH degree
  • Experience at least 4 years in Health management  and 2 years  in community work  
  • Ability to communicate effectively in local languages both verbally and in writing.
  • Ability to speak and write English language is an asset
  • Excellent facilitation and community mobilization skills
  • Ability  to travel to targeted provinces and District .
  • Ability to conduct mobilization session at community level
