Job Description

General Duties:

The Community Health Promotion Assistant (CHPA) will be based in the IRC supported BPHS health facilities.

The CHPA will supervise all community level health activities, (disease surveillance, outbreak response, survey, assessments, community meetings, H-Shura members meeting, making link between community and HFs) along with supervising CHW activities. He or she will assist in training, supporting and supervising CHWs and will also supervise public health programs and promote collaboration between the facility and the community of the catchment population along with establishing referral pathways from communities to supported health facilities. He or she also assists in the formation and linkage of community health committees (Shura-e-Sehie) with the CHW program and health facilities. He or she is responsible for supporting the communities in identifying and addressing their health needs, constraints, and problems.

Specific Duties:

CHWs Training:

    • Assists in practical training during CHW training courses, including supervising the practical experience of the CHWs in the community during their training.
  • Provides on-the-job mentoring and monthly in-service training to CHWs during debriefing days.
  • Reviews and evaluates the performance of the CHWs and identifies need for further training and organizing refresher courses for CHWSs.

Supportive supervision:

    • Assist the staff of the health facility in making plans (1- health education at HF level to clients 2- regular coordination with HF staff regarding defaulters list. 3- any emergency happening, outbreaks or pandemics) for the community health programs in the facility and its catchment area.
    • Implements, supervises, monitor and periodic evaluation of the community health program activities in the catchment area of the health facility.
    • Identifies and report immediately to the head of the health facility/RCCE Focal point any problems that may interfere in achieving program objectives.
    • Guides the CHWs in the development and implementation of their activities action plans such us for defaulters list.
    • Conducts monthly Regular meetings with CHWs to points out the problems during the months at community level.
    • Conducts regular visits to the CHWs in their communities to assess and assist their work.
    • Encourages teamwork among CHWs, especially when they are working in the same catchment population to avoid duplication of work.
    • Compile the demographic data collected by CHWs to ensure there is no duplication and cross check the validity through physical verification at community level.
  • Provides regular CHWs activities reports to provincial health program manager and RCCE manager.

Health Management Information System:

  • Supervises the quality of the pictorial registers and community maps maintained by the CHWs and assists them as per need and demand.
  • Supervises completion of the MARs (monthly activity report) by CHWs and the completion of the facility MAAR (monthly aggregated activity report).
  • Consolidates the MARs monthly aggregative activity report and assists the head of the health facility in preparing consolidated monthly reports and assists in maintaining graphs to monitor the facility health programs.
  • Assists in supervising any required community health survey.
  • Uses the reporting system and information received from village health committees (Shura-e-Sehie) to monitor the community health status and submits findings to the person in charge of the health facility on regular basis.

Facility community collaboration:

  • Assists formation of community health committees (Shura-e-Sehie)
  • Provides orientation session on health topics of concern to the community Shura.
  • Based on the Guideline and information implement community-based health activities
  • Encourages and provide on time support for CHWs at community level.
  • Provides feedback from communities to head of the health facilities.
 

Job Requirements

  • Professional qualification as a Nurse, community health, or Midwife with experience in health promotion and conducting trainings.
  • 1 to 2 years’ Experience in community mobilization and coordination to increase community participation.
  • Self-motivated, possessing persuasion skills, ability to maintain relationship and able to work on own initiative.
  • Enthusiasm to travel to locations within a region – and to other regions for training sessions.
  •  Technical Competency:
  • Communication and reporting skills.
  • Fluency in Pashto, Dari and English
  • Computer skills (including MS Word, Excel, Access, and internet) an advantage.
  • Ability to work closely, professionally, and constructively with all others regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background.
