UNDP is currently implementing its flagship crisis response programme, ABADEI (Area Based Approach to Development Emergency Initiatives), as part of the ongoing UN-led response to prevent a humanitarian catastrophe and the breakdown of Afghanistan’s economy following the August 2021 shift in power.
ABADEI (AREA-BASED APPROACH TO DEVELOPMENT EMERGENCY INITIATIVES) is UNDP's flagship development programme in Afghanistan - a comprehensive strategy to address poverty in all its dimensions, supporting basic human needs, and complements short-term humanitarian life-saving assistance by safeguarding livelihoods and strengthening community resilience.
UNDP's ABADEI offered the first major support for basic human needs after 2021 and continues to bring services, jobs and hope to millions of Afghans. ABADEI focuses on basic human needs, complementing humanitarian assistance with longer-term support through four main areas of work:

Since 2021, ABADEI has reached almost 7m individuals with the kind of help that can save and transform lives: new tools, seeds, and irrigation canals for farmers; jobs for women and men who want to rebuild their own communities, support their own families and recover their own dignity; malaria, HIV and TB medicine; access to new markets and new skills for women businesses owners - or for women who want to get new business up and running; and opportunities for communities to come together and heal. To look forward. To imagine and plan for a new Afghanistan. The way forward for ABADEI post phase I involves building upon the achievements in preserving essential services and safeguarding livelihoods. We propose a three-pronged strategic approach for phase II (2023-2025).
Firstly, we aim to strengthen community resilience by accelerating the implementation of activities focused on essential services, livelihoods, and climate change preparedness. To achieve this, we will leverage social cohesion as the cornerstone of our efforts, boosting local development value chains, and aligning our operations with Islamic Finance principles. This will help us address disaster response and climate change, while also nurturing solidarity economies.
Scope of Work
Under the overall guidance of the ABADEI Communications Expert and M&E Specialist, the incumbent will provide high quality professional communication expertise/products and project support assistance in the overall delivery of the UNDP ABADEI project.

The ‘Communications Associate’ position will be based in the UNDP Afghanistan CO in Kabul with regular travel and coordination with the M&E Specialist, ABADEI Project Manager (Communications)and the rest of ABADEI team based in the 8 UNDP Regional Offices (ROs). The primary point of contract in the ROs will be the Regional Area Managers (RAMs).
The ‘Communications Associate’ will report directly to the M&E Specialist but will work closely with the ABADEI Project Manager (Communications).

Required Skills and Experience
Education:
Secondary education/ diploma is required. University degree (Bachelor’s degree) in management, administration, media relations, journalism, publishing, or related disciplines will be given due consideration, but is not a requirement.
Experience:
Minimum 6 years (with Secondary education) or 3 years with (Bachelor’s degree) of professional experience in mass communications, media, journalism, video and photography, infographics material, tv/radio/electronic media (with professional certification in Digital marketing, Graphic design, Media development)
Required skills and competencies:
Demonstrated experience in drafting/ writing content for press releases, policy briefs, website/ social media in a clear and concise manner is essential.
Strong expertise in using graphic software such as Final Cut Pro, Adobe Photoshop, Adobe InDesign, Adobe Illustrator, MS office, CorelDraw, etc. would be an advantage.
Computer skills, including internet navigation and various office applications are essential.
Ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
Desired additional skills and competencies:
Familiarity with UN/UNDP policies, programme frameworks and procedure specifically related to external and internal communications and visibility will be an asset.
Previous experience working with UN agencies / international development organizations will be an asset. Excellent organization skills.
Required Language(s) (at working level):
Fluency in English and knowledge of local language Dari/Pashto required.
Professional Certificates:
Digital marketing, Graphic design, Media development.
Travel:
The ‘Communications Associate’ is expected to travel to all ABADEI project implementation locations across Afghanistan.
