Job Description

The AVCP partners with private sector firms in targeted value chains throughout Afghanistan. These partnerships involve a process whereby AVCP and the partner firm co-create interventions that result in Deal Notes (DNs). The goal of DNs is to facilitate broad-based value chain impact not only for the partner firm but for up and downstream value chain actors as well. Central to this process is collaborating, learning, and adapting (CLA). During the life of each DN, AVCP will hold CLA exercises with partner firms to gauge how well AVCP and the partner firm are meeting specific DN objectives; identify opportunities to scale up and amplify investments that demonstrate results to crowd in more private sector players, or to adapt or terminate less successful DNs. This adaptive management is key to AVCP’s approach and will ensure that its planning, and that of its partners, is evidence-based and the result of reliable, accurate, and timely data. CLA and adaptive management have been incorporated into the AVCP ‘Partner Engagement Strategy’ to ensure the technical teams can use DNs effectively as iterative, performance-driven, and adaptive tools for helping our private sector partners.

Objectives and Duties:

The CLA Technical Specialist will complete the following detailed duties noted below, including, but not limited to:

  1. Support the development and apply collaboration, learning, and adapting (CLA) strategies to improve Activity learning, adaptiveness, and effectiveness.
  2. Support the activity’s CLA approach, facilitating continuous learning, adaptive program management, and external evaluations.
  3. Ensure CLA practices, such as monthly and quarterly pause-and-reflect sessions are integrated into activity design and implementation.
  4. Participate in the collection and review of data, findings, and feedback to capture lessons, inform future activities, and identify areas where adjustments are needed, in collaboration with partners.
  5. Ensure partner and stakeholders’ participation in the feedback loop and other instruments to measure changes in the market ecosystem and enabling environments.
  6. Establish relationships and coordinate with other USAID and relevant activities.
  7. Lead capacity building of technical staff and partners in CLA strategies and implementation
  8. Organize and facilitate learning events for AVCP staff, including quarterly portfolio reviews.
  9. Responsible for ensuring all AVCP Deal Notes conduct Collaboration Learning and Adaption (CLA) exercises during the life of each Deal Note close-out process.
 

Job Requirements

  • Bachelor’s degree with 5 years of relevant experience. Relevant fields include M&E, Grants, Compliance, Agriculture, Project Management, Accounting, Finance, and Administration. Working on DAI and USAID-funded programs is preferred, especially in relation to prior experience with USAID grants programs.
  • Excellent verbal and written communication skills.
  • Highly computer literate with advanced e-mail word processing and spreadsheet management skills.
  • Strong organization and interpersonal skills required.
  • Excellent language proficiency in spoken and written English and Dari/Pashto.
  • Sound knowledge of desktop computing hardware and software.
  • Ability to learn and adapt.
  • Ability to travel to Afghanistan provinces when required.
