About AWEC

AWEC is a non-political, non-profit, woman-headed national organization established in 1991 by a group of educated Afghan women in exile, who rallied together to address the lack of facilities for Afghan refugees in Islamabad and eventually Peshawar, in Pakistan. AWEC has always been involved in advocacy and awareness-raising for women and children’s rights while providing services to those who frequently fall through safety nets. In recent years, one of AWEC’s core activities has been to support women through mobilizing Afghans, from local communities to political elites, towards the goal of reducing and eventually eliminating violence against women.

Job Description

Main duties and responsibilities

  • Supervision of rehabilitation/construction of the water supply and sanitation facilities in field level
  • Collaboration, planning and coordination with government officials in field level towards meeting the water and sanitation on the design of the program proposal
  • Implementation of projects in accordance with the NCA and AWEC’s WASH Program Development and Implementation Guidelines
  • Together with government relevant Officials, design and undertake training to Water User Committees taking into account existing Government training modules.
  • Ensure optimal utilization of resources, cost effectiveness and accountability on site.
  • Compilation and submission of comprehensive and accurate reports (weekly, monthly,quarterly) within the set deadlines.
  • Consistent budget monitoring and WASH program spending forecasts for finance unit
  • Prepare Monthly / Interim / Final WASH activity reports for the AWEC management and donors

Technical oversight

  • Ensure quality construction of all water and sanitation assets, ensuring good maintenance and sustainable processes are put in place.
  • Identify gaps in the infrastructure in the project sites and recommend for appropriate corrective actions and follow up on functionality.
  • Assist in surveys, assessments, designs and supervise constructions of extensive damage, and communities need safe water and sanitation services and other area where required.
  • Review and validate as-built drawings/BOQs for all planned constructions and rehabilitations.
  • Take lead in timely preparation and submission of project progress reports
  • Participate in project beneficiary characterization and mapping.
  • Timely submission of monthly reports on achievements as per work plan submitted through the AWEC country office activities plan.
  • Supervise the implementation of the entire infrastructure and prepare completion certificates
  • Mobilize community in kind contribution and promote community ownership.
  • Carry out Surveys, assessments, make designs and supervise constructions of damaged and other area where required.
  • Prepare as-built drawings for all constructed assets.
  • Any other duties assigned by his/her supervisor
 

Job Requirements

QUALIFICATIONS

  • Water, Civil or Sanitation Engineer, or related university degree or diploma in water engineering/Civil engineering with at 3years’ experience in the field.
  • Minimum Three years’ experience in managing and implementing Water and Sanitation programs in war affected areas or rural and remote environments
  • Familiarity with private, and multi-lateral donors
  • Familiarity or experience with SPHERE Standards
  • Strong organizational, interpersonal, and communication skills
  • Ability to work in unstable insecurity environments and tight schedules
  • Ability to adapt to changing requirements
  • Ability to work independently and in a team
  • Fluency in English
