People in Need’s Afghanistan country programme started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the programme has visibly grown and diversified, but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by an un-free society, poverty, lack of education or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

 

  1. Background

PIN Afghanistan’s three strategic objectives for the current planning period (2021-2022) are (1) Agency driven, transformative, humanitarian assistance; (2) Making markets work for crisis affected and marginalised communities; and, (3) Harnessing decent, productive and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them. 

PIN has secured an 11 month Educations in Emergencies project funded by the Afghanistan Humanitarian Fund. The project will establish temporary learning spaces to 2400 children in crisis affected communities in Kabul providing access to recreational activities, psychosocial support and basic educational course in line with EIEWG standards.

Purpose of the Role

The purpose of the Site Engineer role will be to closely support the Shelter Project Team, assess and monitor repair/construction work according to the project proposal in targeted Communities. in order to achieve the intended results of PIN’s OCHA funded Shelter support intervention in Kapisa province, in line with the project workplan, proposal, ESNFI standards and PIN policies, procedures and quality standards. 

 

Responsibilities 

  • Planning and conducting technical assessments in targeted areas, collecting field data; writing reports and providing advice based on the conclusions drawn;
  • Conducting market assessment and availability of construction material in the market and collecting prices;
  • Conducting Feasibility assessment and support beneficiaries with site selection and material procurement/preparation and facilitate with HLF advisor;
  • Site plan preparation, estimation of work volume and cost of the repair/construction projects;
  • Preparation of BoQ for each of the shelter repair/construction;
  • Technical supervision of the shelter damage assessment
  • participate on shelter repair design
  • supervise the progress of the works
  • Monitoring and providing inputs for and preparing repair/construction work according to cluster standard guideline;
  • Providing inputs and performing quality checks for relevant procurement
  • Supervising/coordinating/monitoring the delivery/distribution of materials and construction process;
  • Overseeing and ensuring the planning, scheduling, and implementation of the technical components of projects, in compliance with OCHA and PIN procedures, standards, and safety codes and other applicable legal regulations;
  • Conducting site inspections on a regular basis. Monitoring and evaluating rehabilitation, installation and construction works in accordance with the accepted plans and other relevant documentation. Operating adjustments depending on needs and based on consultations with the relevant stakeholders, team members and project/programme manager;
  • Coordinating with the project team members, project/program managers, civil engineer and other relevant actors in the area;
  • Liaison with external stakeholders, including partners and donor, with regard to the rehabilitation project components;
  • Any other tasks assigned be the PM, and program coordinator;

Other Duties

  • On request of PIN, participate in joint assessments in support of humanitarian project positioning and wider benefit of the vulnerable people in need of support; 
  • Support the Program Unit, logistics and finance to prepare items for distributions;
  • Support the Program Unit in timely communication with selected beneficiaries to ensure they are aware of how to and are able to receive their assistance in a safe and timely manner;
  • Provide real-time information on the field situation including but not limited to security, access, needs, health;  
  • Adhere to and encourage others to comply with safety and security advisory, procedures and protocols always, and raise any safety or security concerns in an appropriate and safe manner, immediately; 
  • Adhere to all project operating procedures;
  • Ensure documentation in compliance with internal and rules and regulations are completed and submitted in a timely manner.
 

Job Requirements

QUALIFICATIONS AND PREFERRED SKILLS 

  • Two years demonstrated technical engineering experience of shelter humanitarian projects, including for AHF funded projects
  • University Degree in civil engineering.
  • Demonstrated experience in shelter rehabilitation and construction, considering the culture sensitivity and the affect of nature and weather conditions.
  • Demonstrated understanding or project management principles 
  • Proven people management experience and skills and ability to manage with empathy 
  • Proven experience in managing humanitarian cash assistance projects 
  • Experience in progress reporting against plans.
  • Excellent communication and negotiation skills, including listening 
  • Adaptability with sound professional judgement and decision-making skills
  • Demonstrated understanding of ability to apply to principles of AAP and protection 
  • Understanding of risk informed management approaches 
  • Willingness to work in less secure environment 
  • Willingness to travel between districts in the Northern provinces 
  • Fluent in English, Dari and Pashto – written and spoken  
  • Proficient in use of Microsoft Excel and Word, in addition to AutoCAD
