Job Description

The CP Projects Manager reports to the Country Director and is responsible to develop, design, implement and monitor the Child Protection program and staff members across multiple regions. We also expect this role to provide technical assistance to country director and senior management on developing proposals and concept notes for upcoming opportunities in the relevant context.

The CP Projects manager has also the responsibility to mentor, motivate and keep the team encouraged including provide them technical backstopping and assistance. S/he must focus and pay serious attention to the financial management and tracking of the projects such as expenditures, and expenses, and keep effective communication with the finance and operations teams. He/she should attend all the meetings conducted by the governmental authorities, clusters, CPAN, donor community and other stakeholders and represent on behalf of CIC/ SC.

Specific Responsibilities:

Program development, Planning, Implementation and Management:

Ensure technical planning, implementation, supervision, monitoring, and reporting of CP programs.

Lead proposal/CN (Concept Note) development for both in-country and overseas donors.

Provide technical support to CP teams and staff on various CP activities including case management, MHPSS (Mental Health and Psychosocial Support), family tracing, CP integration, and mainstreaming.

Contribute to promoting integrated programming and the integration of CP into other Child-Centric (CIC) sectoral priorities such as Education and Food Security and Livelihoods (FSL).

Manage and lead the beneficiary selection process in accordance with CP norms, procedures, and practices in coordination with the MEAL (Monitoring, Evaluation, Accountability, Learning) department.

Provide overall technical expertise and management of all CP and integrated activities.

Ensure Program Review and adjustment

Engage with community members, analyze collected data to identify protection gaps, and design priority action plans and training modules.

Lead CP trainings for staff and IP’s and stakeholders.

Rapid Needs Assessment and Emergency Response:

Lead Rapid Needs Assessment, including Joint Needs Assessment with other agencies/organizations during emergencies.

Be prepared to lead work outside the normal job description, vary working hours, and work from different locations during significant humanitarian emergencies.

Program Coordination and Representation:

Participate effectively in CPAN (Child Protection Area of Responsibility Network), Protection Cluster, ACBAR (Agency Coordinating Body for Afghan Relief), and UN agency meetings related to CP.

Actively participate in Protection cluster/working groups and relevant coordination

Procurement and Quality Assurance:

Lead the technical evaluation of project materials, ensuring quality procurement and distribution through CP projects for targeted beneficiaries.

Review program and make adjustments based on the lesson learnt.

Reporting and Documentation:

Ensure comprehensive and quality donor narrative reports and internal reports are developed and shared in a timely manner.

Budget Management and Compliance:

Estimate costs, develop budget plans, monitor expenditures, and ensure compliance with adopted SOPs (Standard Operating Procedures) and documentation procedures.

Follow up on CP project budgets, manage and track it and ensure its spending is adhere to donors compliance and CIC regulations

Team Management and Field Visits:

Organize and motivate the project team, paying attention to time management.

Ensure timely and continuous visits to the field to oversee project implementation.

Any other activities assigned by the manager.

Job Requirements

Experience and Knowledge:

Bachelor’s degree in fields of Business Administration, Management, International development, Social Science, law and politics, Psychology and any other relevant field.

At least five years of project design, implementation in child protection projects implementation in Afghanistan context.

Expertise in Child Protection in Emergencies (CPIE) and CPAOR and Capacity assessment and building of Govrenemnet and NGO.

Familiarity with Humanitarian Principles, Protection Principles, and internationally recognized minimum standards in Child Protection, including the Convention on the Rights of the Child.

Skills and Abilities:

Familiarity with reporting in report hub.

Strong Knowledge of CP assessments and project cycle management.

Fluency both in verbal and written English.

Knowledge of developing the progress technical reports and quality quarter and final report to the donor.

Excellent team working and communication skills.

Good verbal and written communication skills.

Ability to work with diverse team.

Budget management skills.

Team management skills.
