Citizen Organization for Advocacy and Resilience, COAR (formally Coordination of Afghan Relief) CoAR is an Afghan, independent, non-political, non-sectarian, and non-for-profit organization established in 1989 and registered formally with the Ministry of Economy.  COAR actively bridges between donors of humanitarian aid and rural Afghan communities severely affected by almost four decades of wars, internal conflicts, natural and manmade disasters, and complexities. COAR endeavors to reach the unreached and embark on strengthening local coping mechanisms to enable communities to find durable local solutions to their local problems and encourage self-reliance and sustainability. COAR works with communities to proactively utilize their own scarce and limited resource in the most efficient and effective way and discourage a culture of aid dependency, except in times of disasters and extreme poverty.  COAR has maintained the access of beneficiaries to basic services with strict observation of humanitarian principles of Independence, Neutrality, and Impartiality in practice.

 

Job Description

About COAR:

non-sectarian, and non-for profit organization established in 1989 and registered formally with the ministry of Economy. COAR
actively bridging between donors of humanitarian aid and rural Afghan communities severely affected by almost four decades of wars,

Child Safeguarding:
COAR has zero tolerance towards child exploitation and abuse. All concerns, suspicions or incidents of actual or a risk of harm will be treated seriously. The
prevention of harm to children is prioritised through careful assessment and mitigation risks across the organisation, programs and activities. COAR is
committed to providing a safe environment for all children and young people at all times.
COAR recognises that the safety and wellbeing of children and young people is everyone’s responsibility. All personnel are trained and supported to uphold
the Child Safeguarding Policy, including leaders and Board members. There is an expectation across COAR that all personnel, regardless of position
role, model child safeguarding behaviours.
PSEA-Zero Tolerance:
COAR observe a culture of ZERO Tolerance for any form of ethical misconduct including sexual exploitation and abuse and sexual harassment. It applies that
all and any case of SEA will be responded strictly and all disciplinary actions will be taken irrespective of the position of the person involved. The person
involved will undergo through a detail investigation and will face strict disciplinary sanctions, which may also include termination from the employment, if
found guilty.
COAR see SEA as a violation of basic human right. SEA is an act of ethical misconduct and can take form of criminal activity. COAR is committed to design
and apply an effective system and controls to ensure
that any act of SEA is not occurring by any mean in its working place by anyone, whether by its employee or by persons connected with COAR otherwise.
COAR is committed to observe all laws, regulations, code of conduct that are issued by the government, donor agencies or the UN agencies as issued in the
UN Secretary General’s Bulletin, Special Measures for Protection from Sexual Exploitation and Abuse.

Key Responsibilities:

1. Child Protection Implementation: Develop, fine-tune, and consistently apply child protection policies and procedures tailored to the education project. These measures will be designed in accordance with both international standards and the unique requirements of the project.

2. Risk Assessment and Mitigation: Conduct thorough assessments to identify potential risks to children's safety and emotional well-being within the project. Develop and implement practical strategies to prevent or mitigate these risks effectively.

3. Training and Capacity Building: Spearhead training sessions for project staff, educators, parents, and community members to foster a deep understanding of child protection principles, sensitivities, and appropriate conduct when interacting with children.

4. Monitoring and Incident Reporting: Diligently monitor the implementation of child protection measures and promptly report any instances of violations, concerns, or incidents that could compromise child safety. Maintain accurate and confidential records of such incidents.

5. Creating Child-Centric Spaces: Establish and maintain enchanting and child-friendly spaces within the project setting. These spaces should be conducive to promoting emotional well-being and social development among the children.

6. Swift Response and Support: Be prepared to offer immediate support and guidance in cases of child protection incidents, collaborating closely with relevant stakeholders to ensure the best interests of the child are upheld at all times.

7. Collaboration and Empowerment: Foster a culture of collaboration among project staff, educators, parents, local authorities, and community organizations. This collaboration will be essential to creating a protective environment that encourages child participation, empowerment, and community ownership.

8. Advocacy for Children's Rights: Champion the rights and well-being of children within the education project by raising awareness about child protection issues, influencing positive change, and promoting a broader understanding of the importance of child protection.

 

Job Requirements

Bachelor's degree in social work, child development, psychology, education, social sciences or related field.

- Proven experience (2 years) in child protection, child rights, or related fields.

- Profound understanding of child protection principles, laws, and international conventions.

- Exceptional communication, interpersonal, and cross-cultural skills.

- Ability to adapt to and excel within the project's unique cultural and community context.

- Strong problem-solving, critical thinking, and decision-making capabilities.

- Demonstrated empathy, patience, and cultural sensitivity when engaging with children and families.

- Proficient in documentation, report writing, and maintaining accurate records.

- Familiarity with local community dynamics and context is an advantage.
