The Organization for Promotion of Health & Community Development (OPHCD) is a nonprofit, non-political, impartial and independent organization registered with the NGOs Department of the Ministry of Economy of the Government of Islamic Republic of Afghanistan, the organization established to serve the community and advocate for better coordinating and directing the available resources and activities for provision of quality services to the communities with an equitable manner.

OPHCD, as a non-governmental organization committed for a joint mission with having dedicated and expert staff in public health, Water Sanitation and Hygiene, community development as well as volunteers who have been working in technical and managerial positions with national and international NGOs since more than a Four year. The members of senior Management Team (SMT) and Board of Directors as well as the volunteers of the organization having appropriate experience, dedication and voluntarism which is a professional contribution to the health and development sector and systems for achieving of more sustainable results. Thus, the core staff of OPHCD have over Four Years of successful experience of being directly involved in developing different policies in the areas of health, wash, education and community development, designing and implementing service delivery projects (PHC,Water & Sanitation and Hygiene, Primary and higher education, Literacy programs, youth awareness and development, Public Nutrition, emergency preparedness and response and disaster risk reduction, trainings and coordination of different humanitarian Aids. Furthermore, the SMT and core Technical, Administration and Finance staff of the organization have up to date knowledge and rich experience of Grant Management, Project Management as well as conducting professional tasks of supportive Supervision, Monitoring, Evaluation, and Researches. Likewise, developing and on-time reporting (monthly, quarterly, annual, end of project and ad-hoc reports) to the donors and stakeholders, presenting the results of the aforementioned programs at the community, organizational, national and international levels are the expertise of the organization’s technical and administrative staff.

Job Description

Main duties and responsibilities:

CBHC officer is reportable to Provincial project manager and following are the main responsibility of the position:

  1. Coordinate CBHC related activities with the BPHS NGO working in the concerned province.
  2. Conducted detailed mapping of the available active HPs functional in the catchment areas of the OPHCD managed SHCs.
  3. Train and capacitate “Community Outreach worker”, working in the HFs for supporting and supervision of the HPs and CHWs functional in their catchment area.
  4. Conduct TNA of the available CHWs (community health workers) working in the HPs functional in the catchment areas of the OPHCD managed SHCs.
  5. Plan and conduct initial and refresher trainings courses for CHWs according to accepted methodologies and CHWs training curriculum.
  6. Regularly supervision performance of the “Community Outreach worker” at the HFs and community level
  7. Conduct supervision of the HPs and CHWs functional in the catchment areas of OPHCD managed HFs.
  8. Facilitate and contribute development of CHWs incentivization guideline.
  9. Follow-up implementation of CHWs incentivization guideline at the project level and collecting, analyzing and submitting CHWs performance reports-mostly based on number of referral cases-to the project office for payment cash and in-kind incentives to the CHWs. 
  10. Perform random visits of health posts to do follow-up trainings, to assess need for and implement on job trainings and redesign future trainings for CHWs. assisting in resolving conflicts, challenges and particular health issues, reaching remote health posts and reporting.
  11. Assist in the selection of CHWs for external trainings or conferences as appropriate.
  12. Assist in implementing a CHW award and recognition system for excellent performance and contributions. This may include coordinating invitations to observe and assist at health facilities, basic renovations to a health post, write-ups for publication, etc.
  13. Participate in and contribute at bi-annual meetings with CHSs, CHWs and Heads of Facilities for improvement of CHWs' activities.
  14. Perform other duties assigned by the direct supervisor.
  15. Reporting to the PM regarding the activities.
 

Job Requirements

Qualifications:

  1. Education
  • MD or certified mid-level health worker (preferable).
  • Attended CBHC/CHS ToT trainings.
  • Attended and conducted CHWs initial and refresher trainings.
  1. Experience
  • At least 3-5 year work experience as CBHC officer with BPHS/EPHS NGOs.
  • Having strong training facilitation and interpersonal communications skills.
  • Having community-level work experience and skills.
  • Fluent in Pashto and Dari and mid-level understanding of English with excellent speaking and writing skills.
  • Proficient computing skills including word processing, spreadsheet design and PPT presentation.

Other skills required:

  • Efficiency, result-oriented and excellent management capabilities;
  • Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues in a responsible and mature manner;
  • Excellent capacity development and teamwork skills; cross-cultural and gender sensitivity;
  • Ability to travel throughout the country
