About Swedish Committee for Afghanistan (SCA)

SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

Scope of work:

          Under the guidance of the CDMU Manager. the Capacity Development Officer is responsible for contributing to capacity development of all SCA’s target groups among civil society and local authorities in wardak context. The Capacity Development officer will also work with administration of grants to civil society partners and works in close collaboration with relevant ABADEI Project staff at WRMO. The post holder will be duty stationed in SCA Wardak Regional Management Office

S/he is expected to spend around 20 % of times in the field where s/he is going to observe SCA -ABADEI project intervention and target groups performance and support target groups  

S/he will report to the Method Unit Manager and closely collaborate with ABADEI project at Wardak Regional Management Office

Main Responsibilities:

  • Facilitate effective capacity development of all SCA’s target groups, with specific focus on organizational development (vision and mission, GBV, HRBA, Social Accountability, Peacebuilding, Advocacy, Project Needs Identification and Fundraising Training)
  • Adhere to SCA’s guidelines for capacity development of target groups.
  • Support and mentor ABADEI project staff at WRMO that works with capacity development of target groups.
  • Ensure that SCA’s methods and tools for organizational development of target groups are used correctly with the target groups.
  • Administration, including financial, in relation to capacity development of target groups.
  • Monitor progress of capacity development interventions with target groups, following resource center. 
  • Organize and conduct organizational assessment and capacity development interventions with target groups.
  • Contribute to learning and internal and external reporting related to capacity development.
  • Promote gender mainstreaming for gender equality and non-discrimination in SCA’s work with capacity development of target groups.
  • Administration of grants to civil society partners.
  • Monitoring of granted projects to civil society partners.
  • To initiate development and compilation of regional best practices/success stories on target groups outcome level achievements and case studies from the impact/result of SCA intervention on the life of right holders and duty bearers.
  • To supervise the target group performance progress and gaps on regular basis within the programmes and proactively seek to guide and support programmes in addressing gaps and challenges.
  • To assist CDMU in developing of training module and materials
  • To organize and facilitate needs-based training for programme, CBOs,CSOs partners  including Local Government Authorities -
  • In coordination with programme units, identify and develop contextualized tools-kits and training materials for capacity development intervention.
  • Tasks of intra-organizational relations
  • Promote gender equality and non-discrimination with regard to ethnic, political, and religious background
  • Participate in workshops, seminars & conference organized by the SCA management.
  • Promotes good coordination with other SCA projects, all PIUs especially CCU with regard to project planning, budgeting, and other related issues.
  • Tasks of relation with external agencies
  • Maintain good cooperative relation with the local (provincial and district) authorities, UN agencies, NGOs and other stakeholders.
  • Participate actively in ensuring broad understanding and acceptance by local (provincial and district level) authorities and SCA in general.
 

Job Requirements

  • Bachelors’ degree in Science, Social Sciences, Sociology, Economic or related field. Master degree   will be an asset.
  • Minimum years’ experience in capacity development intervention such as training materials development, training facilitation, Mentoring and Coaching of the partners organization and demonstrated experience in programme management life cycle with civil society, community-based organization and/or local authorities within an NGO, UN agencies or similar organisation.
  • Computer skill at operator level, especially with MS Office packages.
  • Fluency in English and Pashto, Dari, both written and spoken
  •  Interpersonal and communication skills
  • Supervisory, team worker, analytical, and troubleshooting skills
  • Experience of planning, reporting, and budgeting
  • Ability and willingness to travel to the project sites within wardak context and adjust to SCA environment.
  • Honest, proactive, and well mannered.
