Job Description

  • The capacity building officer has the overall responsibility of planning, implementing and monitoring staff capacity-building interventions in the province; 
  • Conducting training need assessment (TNA) to identify the knowledge and skill gaps of staff and proposed training sessions to improve their capacity to provide quality services;  
  • Facilitate discussions to gather input and insights from internal stakeholders regarding capacity-building priorities for clinical and non-clinical staff.
  • Ensure that the appropriate staff members are introduced to the relevant training programs and avoiding the assignment of any one staff member to multiple training sessions simultaneously.
  • Ensure that training sessions are scheduled in a way that minimizes disruptions to daily operations and maximizes participant attendance.
  • Effectively manage all budget items related to trainings and capacity buildings to ensure spending is timely and in accordance with donor requirement.
  • Prepare and report the variance in any training activity from the baseline plan prepared for donor reporting.
  • Follow up and arrange trainings under all grants and projects to meet the deadlines.
  • Keeps the training activities data-based updated;
  • Review existing training manuals, guidelines and training protocols and adapt training manuals, and guidelines if required.
  • Prepares training materials in local languages and prepares training-related IEC materials such as posters, pamphlets and training booklets;
  • Facilitate/co-facilitate technical training for staff;
  • Act as the focal point of Environmental, Social Health and Safety in Herat province and actively coordinate with the ESHS officer at the main office.
  • Coordinate with the PPHD, WHO, UNICEF and other stakeholder capacity building departments to timely organize trainings and ensure not duplication or uncoordinated trainings.
  • Conduct post-training follow-up to ensure the knowledge and skills gained in training sessions are applied during the service provision;
  • Coordinate with admin and logistics departments for preparation of training materials, training venue and circulating the invitation of trainees;
  • Provides quality and timely reports to his/her supervisor;
 

Job Requirements

  • Medical Doctor, graduated from a recognized medical faculty;
  • Minimum 3 years of relevant officer level experience.
  • Good understanding of Capacity building program development.
  • Language proficiency in spoken and written Dari, Pashto, and excellent knowledge of English language is required.
  • Having skills in computer applications such as Excel, Outlook and Microsoft Word.
  • Ability and willingness to travel to rural locations;
