Job Description

AACS Consulting is looking for qualified Capacity Assessment Experts who will work on a project focusing of capacity assessment in Afghanistan. The experts must have a rich background in conducting capacity gap assessments and designing strategic capacity-strengthening plans for NGOs and CSOs in Afghanistan. Please refer to the following duties and responsibilities of the incumbent.

Duties and Responsibilities:

  • Undertake capacity gap assessment of NGOs and CSOs in Afghanistan
  • Design a capacity assessment framework or strategy that will be used to conduct the gap assessment
  • Design and develop appropriate assessment tools and procedures for interviews and focus group discussion
  • Conducted literature review at the very start of the assessment the literature review for the identification of existing CSOs
  • Undertake Interviews with NGOs and CSOs in Afghanistan to get their perspectives on strengths, weaknesses, desired skills, and capacity gaps
  • Based on the Capacity Gap Assessment, identify priority Training Needs and develop training plans
  • Compile the results of the assessments and the proposed capacity-building activities for each organization into a summary report
  • Review and identify gaps of NGOs and CSOs using different domains of capacity strengthening such as organizational management, project management, human resources management, financial management, and technical capacities
  • Develop an action plan for capacity improvement of CSOs for further oversight and collaborating the education sector activities
  • Conduct training of trainer for field assessors to understand how to conduct data collection
  • To ensure that the data management team is collecting coding mining cleaning triangulating and analyzing the collected data according to the given methodology
  • Develop and contribute to report writing of the assessments and presentations for the client.
 

Job Requirements

Education: Master’s Degree in Public Administration, Economics, Management Studies or any other relevant field 

 

Experience:

  • Minimum of 6 years of relevant experience in assessment and research in education sector and other relevant sectors
  • Knowledge of data management and data analysis software
  • Excellent report writing skills 

 

Language Requirements:

Fluency in Dari and Pashto; advanced level of spoken and written proficiency in English

  • Ability to communicate professionally, effectively and consistently with team members, clients, and partners
  • Excellent interpersonal and communication skills
  • Strong teamwork ethics, managerial and collaborative skills
