Job Description

The Camp Management Officer (Cash Grants) will be based in North region Balkh Province supporting with the interventions of NRC’s “Using a neighbourhood-based approach to respond holistically to informal settlement population’s multisector emergency needs in North and West Afghanistan” which is based on Camp Management approaches. The project aims to improve the protection and assistance response to displacement-affected communities by establishing mechanisms to enhance:

  • Communication with Communities: Sharing information with and receiving feedback from displaced and vulnerable host communities
  • Community Engagement: Participation of affected communities alongside local stakeholders in the humanitarian and development response.
  • Support to Coordination: Efficient, effective, and inclusive coordination of services at local level, involving a range of stakeholders (authorities, civil society, NGOs, private sector, etc.).
  • Emergency cash grants and Community-led Projects: provision of emergency cash grants as last resort option to the most venerable displaced population in the informal settlements.

There are three main pillars in the project for enhancing communication, community engagement and coordination:

  • Community Centers established in areas hosting large numbers of displaced households
  • Community Committees working in neighborhoods of high displacement
  • Outreach Teams who work in Community Centers and visit affected neighborhoods.

The CM Officer (Cash Grants) is mainly responsible to manage the cash grant component of this project. He/she will be responsible to ensure smooth and high quality implementation of emergency cash or multi-purpose cash assistance, specifically which means identification of the beneficiaries for the cash grants, review and analysis of the cases, distribution of the grants and monitoring of the assistance provided.

 

Job Description:

Generic responsibilities

  • Adhere to NRC policies, tools, handbooks, and guidelines
  • Ensure quality implementation of CM-UDOC project cash grants according to tools, SOPs, and annual work plan.
  • Line management of CM assistant (Cash Grants) and ensure supervision of CM Assistants’ daily work in the Community Centre area for quality implementation.
  • Provide regular activity progress reports to the CM Coordinator and ensure proper filing of all documentation (soft and hard copy, as required) related to the cash grants.
  • Implement the portfolio of cash grants. tasks and activities as delegated by the CM Coordinator in line with proposals, strategies and donor requirements according to plan of action.
  • Ensure that projects target beneficiaries most in need of protection and/or assistance, while exploring and assessing new and better ways to assist those in need
  • Support Protection-Evidence based advocacy
  • Ensure close co-operation with all NRC core competencies including through joint needs assessments and activities, and identifying beneficiaries where appropriate
  • Ensure cash grants are provided to the most in need and that to base on the pre-set criteria’s and SOPs.

 

Specific responsibilities

  • Act as the focal point in for Camp Management emergency and multi-purpose cash grants in Balkh Province and ensure cash grants procedures and controls are assessed and implemented as per the required standards.
  • Support with the CM – assistant (cash grants) in identification of the most venerable beneficiaries who have faced unexpected and significant shocks and are eligible to receive the assistance as last option.
  • Ensure the selected cases for the cash grants assistance are identified based on the pre-set criteria’s.
  • Review all potential cases for cash grants assistance submitted to assess eligibility for assistance provision in line with guidelines set out in the emergency and multi-purpose cash SOPs.
  • Ensure proper mechanisms to check and prevent the duplication of assistance
  • Provide inputs for the CM strategy for cash grants as well as giving regular inputs
  • Lead the roll-out of cash grants assistance guidance documents and forms for field staff through initial onboarding and refresher training and coaching
  • Ensure the most suitable assistance provision modality (In kind or in cash) for each identified case, which should be the most effective way of assisting the venerable beneficiary.
  • Ensure confidential and transparent mechanisms for distribution of the  cash grants, or as prefer by the beneficiary
  • Ensure safe and effective implementation of cash grants assistance, by quality monitoring, eligibility assessments, frequency and quality of follow up, and providing direct technical support to staff engaged in the activity.
  • Responsible for ensuring documentation of cases according to NRC Data Protection standards.
  • Support CM coordinator / project Manager during emergency responses including the implementation of cash for protection services to populations affected by the conflict.

 

Other Duties

  • Compiling and preparing weekly/monthly reports and any other data as required
  • Supporting the CM project coordinator/Manager in daily implementation of tasks as needed and notify them immediately when issues arise.
  • Attending trainings and assisting in the organization and facilitation of trainings as needed.
  • Any other task designated by the supervisor

Job Requirements

Generic professional competencies:

  • Experience from working in a humanitarian/recovery context, preferably in community services or community engagement and mobilization, protection, community capacity building, or related field
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Good knowledge of English Language – spoken and written

 

Context/ Specific skills, knowledge and experience:

  • University degree (preferably in social sciences, political science, international relations, law, journalism, gender studies and human rights).
  • Minimum 3 years work experience in the field of community outreach and/or protection preferably with UN or INGOs. 
  • Fluency in local languages
  • Political and cultural awareness, as well as good understanding of the displacement context in Afghanistan.
  • Experience in community capacity building and training
  • Previous experience with cash grant projects is preferred
