Job Description

Job Overview:

The Camp Management Assistant is responsible for supporting daily implementation of NRC’s Camp Management project in Herat, Afghanistan.  This new project will use Camp Management methodologies to provide support to the collective sites in Herat, which are accommodating drought and conflict displaced families from Badghis and Ghor provinces. The project aims for Rapid humanitarian assistance, protection, and capacity building to conflict-affected communities.

S/He will work in close coordination with site committees and other humanitarian actors – including NRC other CCs - present in the site.

Generic responsibilities:

  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Ensure proper filing of documents
  • Contribute to regular activity progress reports.
  • Ensure proper completion and filing of all documentation (soft and hard copy, as required).
  • Support CM Officers in day-to-day problem solving according to agreed procedures, priorities, and standards for the area of work

 

Specific responsibilities :

  • In Community Tents and collective sites, disseminate relevant and meaningful information regarding the rights of IDPs, and services available in the area, in order to enhance access to services and rights.
  • Identify and refer vulnerable IDPs
  • Train and support Collective Site Committees to disseminate information as per the above
  • Promote the Community Tents among potential visitors and ensure information about services offered is properly communicated.
  • Consult with communities to collect information on needs and gaps, and feedback about humanitarian response
  • Regularly visit settlements in order to provide information on rights, services, and durable solutions; to refer cases; and to disseminate information about NRC’s mandate
  • Support the establishment, training, and follow-up of Collective Site Committees or Focal Points.
  • Ensure that projects target beneficiaries most in need of protection and/or assistance.
  • Support CM Officers to coordinate with community leaders as well as governmental and non-governmental organizations and UN agencies to establish and maintain networks for access, referrals, and problem solving.
  • Contribute to collection of information about the situation and needs within the Community Centre area(s) to use for coordination and advocacy.
  • Organize and oversee community sensitization, mobilization, and consultation to support NRC’s emergency response and early recovery efforts in the collective sites.
  • Participate in assessment and population profiling exercises to collect information on needs and gaps
  • Support the implementation of the different components of CM according to tools, SOPs, and annual work plan.
  • Contribute to regular activity progress reports.
  • Ensure proper completion and filing of all documentation (soft and hard copy, as required).
  • Support CMCO Officers in day-to-day problem solving according to agreed procedures, priorities, and standards for the area of work.
  • Ensure close co-operation with all NRC core competencies including through joint needs assessments and activities, and identifying beneficiaries where appropriate.
  • Adhere to NRC policies, tools, handbooks, and guidelines.
  • Coordinate with field counterparts from NRC and other organizations.
  • Collect information regarding obstacles and constraints to beneficiaries’ access to services.

Job Requirements

Generic professional competencies:

  • 2 to 3 years of Experience working in a humanitarian context, preferably in community services or community engagement and mobilization, cash-based interventions, protection, community capacity building, or related field. Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Some knowledge of spoken and written English (fluency not required).
  • Fluency in Pashto and Dari required both written and verbal. (Fluency in Pashto is a must)
  • Political and cultural awareness, as well as good understanding of the displacement context in Afghanistan.
  • Experience in community capacity building and training
  • Previous similar experience of working in Herat IDP settlement camps.

Education:

  • University degree (preferably in social sciences, e.g. education, political science, international relations, law, journalism, gender studies, human rights, etc.)
