In Afghanistan, AKF works with rural communities in mountainous, remote or resource poor areas to improve quality of life in the areas of natural resource management, market development, governance, education, and health.

Job Description

POSITION OBJECTIVE

The BPHS/EPHS Coordinator is a key member of the technical/health program management team and will report to the Technical/Grants Manager position of AKF health department. 

The BPHS/EPHS Coordinator will work in close coordination with national M&E/MIS, national and regional program coordinators/managers and AKHS national team responsible for ensuring the quality, consistency and coherence of the grants/Contracts managed by AKF and implemented by AKHSA in the health sector including BPHS/EPHS. The project coordinator is expected to take lead the implementations of supplementary interventions to BPHS/EPHS with specific focus on immunization services and polio eradication efforts at program area level. The coordinator will maintain regular coordination and communication with all stakeholders including MoPH, UNICEF, WHO, national and provincial EPI management teams/MoPH.

JOB DUTIES AND RESPONSIBILITIES

  • Maintain good and effective relations with MoPH, AKHSA, Sehatmandi stakeholders and other vertical project donors through regular communication, reporting and attending meetings and workshops.
  • Overall responsible of A-to-Z of relevant projects planning, reporting, supervision, compliance, technical and financial progress and achieving the project objectives and set targets and targets.
  • Ensure timely response to MoPH and prevent any delay in submission of expected deliverables and responses which has effect in overall performance rating of the projects.
  • Ensure proper coordination, communication, and timey responses to BPHS/EPHS donors such as WB, UN agencies, MoPH or others involved in funding or monitoring of BPHS/EPHS projects.
  • Lead EPI related technical discussions at organizational level and provide support to strengthen immunization services at program area level.
  • Provide technical and managerial support to enhance immunization services in targeted provinces.
  • Attend all necessary meetings, task forces and coordination meetings regarding EPI (Including polio eradication efforts) at national and provincial level.
  • Facilitate technical, programmatic and donors’ meetings between AKF, AKHS and donors.
  • Facilitate/coordinate strategic meetings related to BPHS/EPHS and other vertical projects between AKF and AKHS on regular basis.
  • Ensure grant compliance on key health grants managed by AKF and implemented by AKHS.
  • Work closely with national health grants and implementation manager, other national program managers, regional program managers, project coordinators, technical staff, other AKDN health agencies and AKF’s grant/finance managers to ensure compliance and successful resource mobilization.
  • Develop and implement quarterly based field monitoring and verification visits, coordinate with grants and implementation manager at national level and regional program focal points at provincial level.
  • Conduct quarterly base field visits from each project, develop report, share feedback and do follow up for implementation of the remedial action plan.
  • Participate in joint monitoring visits planned by AKHS and/or MoPH to facilitate visits and do follow up of the findings for improvement.
  • Review project related reports, provide feedback and ensure good quality and timely submission to MOPH/donor.
  • Ensure that all data/information provided by AKHS are correct, verified, confirmed aligned with project requirements before submission to MoPH/donor.
  • Work closely with AKF and AKHS finance colleagues to ensure timely response and submission of quality deliverables particularly financial reports and instalment requests to donor within the given deadlines.
  • Facilitate MoPH/donor audits, evaluations, and other missions/visits, as per grant agreements.
  • Maintain an up-to-date grants management and resource mobilization matrix/database of and follow up and report accordingly.
  • Develop and maintain a detailed understanding of all works being implemented by AKDN in the health sector in Afghanistan.
  • Assist in the development and dissemination of effective communications materials on health programs.
  • Draw out and document lessons learned and best practices in AKF/AKHS level.
  • Conduct quarterly coordination/grants review meeting with AKHS followed up by remedial action plan.
  • Participate in key AKHS program related planning and budget preparation meetings.
  • Attend meetings, workshops, and conferences as necessary requested by AKHS or MoPH including some meetings arranged on Saturdays by MoPH.
  • Facilitate developing of the active project’s implementation Plans (Yearly Operation Plan) in close coordination with the project support unit, project coordinators, finance, operation, and logistic teams at national and provincial level (where applicable).
  • Ensure proper filling, record of all projects related soft and hard documents at national office level.
  • Provide overall support to the health grants management team whenever needed.

 

OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES

  • Contribute to program development activities whenever needed by providing input and field related update information.

Job Requirements

JOB SPECIFICATION

  • Medical Doctor (MD) Or Public Health Institute graduate from recognized universities/institutions.
  • Minimum 5 years’ experience in public health/BPHS/EPHS (mid-level to senior positions).
  • At least two years’ specific experience in EPI services management including polio eradication efforts.
  • Good written and oral English skills.
  • Proficiency in Microsoft Office (Word and Excel).
