About PU-AMI

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

Job Description

Responsibilities and particular assignments

General responsibilities

The Project Manager is in charge for over-all  management and implementation of the BHA-funded emergency health project in Paktia and Ghazni  provinces, including

  • 9 FATPs
  • 7 MHTs
  • 9 HSCs
  • 2 Ambulances

 

The MHTs and HSCs will focus on improving coverage, access and quality of basic health, nutrition SRH, PSS and referral services in underserved areas while raising awareness in the communities. The FATP will deliver trauma care services, while the support to the ambulances will enable to reinforce the trauma referral pathways in Ghazni Province. Specifically, by: (i) staffing and providing supplies to all the facilities targeted; (ii) rehabilitations of existing HFs, WaSH rehabilitations and improvement of MCH departments; (iii) deploying health workers team, which will be made available to district hospitals with a high incidence of trauma cases; (iv) enabling the provision of life-saving primary health care and nutrition services in the 7 MHTs and 9 HSCs, (v) enabling the provision of trauma care services in the 9 FATPs.

With the aim to mainstream COVID-19 prevention, all staff will be trained on main prevention measures and equipped with the necessary PPE.

 

The project manager has budget holder responsibilities and is directly in charge the financial means requested and disbursed for implementing the project. Therefore, he should be proficient in budget management (including Budget Follow Up), carefully review and control all the order forms and invoices that he is signing.

 

The project manager is directly responsible for the teams already hired in the 2 MHTs, 9 FATPs as well as ambulances, 5 MHTs and 9 HSCs team, to be hired. Therefore, he should be fully aware and agree with their planning and their methodology. He is particularly careful to address security issues properly in close coordination with the deputy field Co and field Co in South East.

 

An important part of his work is to ensure the coordination and the negotiations with local authorities (Community representatives, Provincial Public Health Director, etc.) and when necessary, with the Ministry of Public Health in Kabul.

 

General responsibilities

 

  • To implement, coordinate & monitor the BHA project
  • To coordinate, monitor & supervise the BHA supported HFs
  • To represent PU-AMI with the provincial partners and to attend national meetings when necessary
  • To draft reports
  • To manage the budget of the BHA project
  • To supervise the medical management of the projects (including pharmacy supply)
  • To supervise the logistical management of the assets, the supply
  • To supervise the human resources of the project
  • To ensure the timely implementation of the project as mentioned in the work plan
  • To monitor and take actions in order to accomplish the objectives and indicators of the project
  • Capacity building of Project teams

 

Objective 1هدف اول : Logistics and Security Management

 

Activities/Main dutiesفعالیت ها/ وظایف عمده:

  • Organize all procurements (including drugs, medical equipment, consumables) distributions and purchases in accordance with budget and program needs
  • Monitor the appropriate use of assets
  • Anticipate program needs
  • Use of and respect of PU-AMI logistics tools and procedures
  • Ensure security of program teams at all times
  • Report any security incident to security focal point

 

Objective 2هدف دوم: Human Ressources

Activities/Main dutiesفعالیت ها/ وظایف عمده:

  • Supervision of the human resources of the project: organization of their planning, ensuring their appropriate workload,
  • Organize the evaluation of the team
  • Participate to staff recruitment, firing and warning in accordance with PU-AMI rules and labor law of Afghanistan. The final decisions are taken in consultation with the field Co and HR manager.

 

Objective 3هدف سوم : Finance

Activities/Main dutiesفعالیت ها/ وظایف عمده:

  • Monthly review of FFU with Finance, Log, HR and strong collaboration with deputy field Coordinator and Finance managers
  • Budget holder responsibility, for example will sign Purchase Requests (PRs),  after verifying they comply with the budget
  • Implement PU-AMI standards and procedures, contribute to improve them
  • Responsible for respecting financial deadlines and following the monthly finance organization

 

Objective 4: Supervision and Training

Activities/main duties

  • To identify the gaps in the targeted health facilities and address them with regular on-the-job trainings, supervision visits and action plan
  • To schedule trainings if necessary, for the capacity building of the staff as per the identified needs

Objective 5هدف چهارم : Representation

Activities/Main dutiesفعالیت ها/ وظایف عمده:

  • Take part to the PHCC meetings based on needs
  • Coordinate activities with local stakeholders (shuras, elders, community representatives, health facility directors, …)
  • Represent PU-AMI with the provincial partners and attend national meetings when necessary

 

Objective 6 : Monitoring and reporting

  • Monitoring on quality and quantity
  • Follow up of PMT
  • Reporting as per organization requirements
  • Participation in donor reporting
  • Drafting Human Interest stories as per supervisor or donor requirements
  • Developing tools for qualitative and/or quantitative follow up
 

Job Requirements

Qualification/ Requirements تحصیلات و شرایط لازمه

  • Medical Doctor with solid background in public Health
  • Solid humanitarian project management background (in health sector is a must)
  • Work experience in the same field ( humanitarian projects) 5 years INGO/NGO
  • Excellent Project Management, organizational and planning skills
  • Experience of working with MoPH and other government bodies
  • Experience in program management
  • Good understanding of the BPHS/EPHS system
  • Willingness to carry out frequent field visits throughout both provinces
  • Good knowledge of east an asset
  • Good level of English, including written (significant reporting) as well as Dari and Pashto
  • Good interpersonal skills, regular interactions with MoPH, PPHD as well as BPHS implementers
  • Managerial skills: team management
  • Ability to work under pressure
  • IT skills, computer literacy, including database management (beneficiary database, etc)
  • Good understanding of security, follow up on security situation
