Job Description

Purpose of the position

Under the overall guidance and supervision of the Base MEAL Manager and technical guidance of MEAL Department based in Kabul, Base MEAL Officer will be responsible for the monitoring and ensuring high quality and timely inputs of the (Integrated Emergency Response to Conflict Affected Internally Displaced People) project in field level. The Base MEAL officer will be contributing to M&E design of the project and will further assist the Base MEAL Manager with implementing the M&E activities of the Projects. He/she will assist the Base MEAL Manager in preparing Monthly/Annual performance reports on projects progress. will monitor the projects activities on a regular basis, developing and maintaining the MIS of the Projects, and will be responsible for the collection & analysis of different data in relation to the project result and indicators including KAP surveys. The Base MEAL Officer works in close collaboration with project team to ensure good data management and accuracy of the data to ensure the ACF accountability matrix in all level of sharing information.

 

Responsibilities:

Objective 1: Assist Base MEAL Manager with M&E design of the project activities

  • Contribute to the creation of the M&E plan in close collaboration with the Base MEAL Manager
  • Assist Base MEAL Manager in the developing M&E tools and strengthening monitoring procedures for the project
  • Create and maintain data filing system for the project
  • Assist the project personnel with M&E tools and support them in their use
  • Prepare and maintain database effectively

 

Objective 2: Assist Base MEAL Manager with planning and implementation of MEAL activities

  • Participate in all assessments/surveys (beneficiary’s selections, PDMs, baseline, end line…. etc.)
  • Contribute to the dissemination of ACF complaints and feedback mechanism’s hotline numbers and explain the mechanism to beneficiaries, communities, etc.
  • Support the project staff in data collection and data entry to ensure effective data management for the project
  • Provide trainings to program teams on program activity monitoring and reporting
  • Conduct regular field visits of activities and feed information to the PM & Base MEAL Manager
  • Assist program teams in follow up the project indicators
  • Contribute to the effective running of the complaints and feedback mechanism

Objective 3: Contribute to data management of the projects: Monitoring and data analysis

  • After data entered, analyze the data through different graph products, pivot tables…
  • Making available and sharing data and analyze to the PMs and Base MEAL Manager to ensure a support the inclusion of MEAL activities in program implementation, in collaboration with the senior management team
  • Support the establishment and monitoring of accountability and complaint response mechanism, in close collaboration with the FCRM officer
  • Support accountability activities & maintenance of complain & feedback mechanism within project with the collaboration of Base MEAL Manager at field level.
  • Assist with mainstreamed Gender and Accountability mechanisms are reflected in data collection and analysis, etc.
  • Meet security and confidentiality needs for files concerning project activities up to date
  • Clean the entered data (assessment, PDM, etc.)
  • Inform the Base MEAL Manager of any challenge in a timely manner

Objective 4: Reporting and analysis of M&E activities

  • Provide outcome focused to monitor and evaluate overall progress on achievement of results of the project and assess the sustainability of the project's results.
  • Support the Base MEAL Manager and Accountability Officer in analyzing data from the complaints and feedback mechanism
  • Report monthly, quarterly, semiannual and annual progress on all data analysis of monitoring of project activities to the PMs & Base MEAL Manager.
  • Assist program manager in the preparation of reports on the findings and lessons learned from project interventions;
  • Work in close collaboration with the Data Entry and data management Officers

Perform any other duties assigned by line manager

Job Requirements

Qualification/level of study:

  • Bachelor degree in Management, Social Science, Business Administration, Economics from recognized University
  • Minimum 2 years proven experiences in the same level with international NGOs
  • Minimum 3 years’ experience in Monitoring, Evaluation, Learning, Accountability, Data Management, Data Analysis, Data Collection and M&E Reporting
  • Experience in M&E intervention of WASH, Health and Nutrition, FSL and MHPSS will be a plus advantage
  • Experience in designing tools and strategies for data collection, analysis and production of reports will be a plus advantage

  • Excellent knowledge and experience of modern MEAL frame work
  • Excellent in networking with stakeholders and field team
  • Excellent knowledge in reporting skills, updating MEAL related tools
  • Ability to work well within a multi-cultural staff in multiple and remote locations
  • Demonstrated willingness to learn and constantly develop professional skills
  • Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities
