Job Description

Under the supervision of the Technical Head of Programmes, and in close collaboration with colleagues in the technical unit, project teams and HQ, the Armed Violence Reduction (AVR) Technical Officer contributes to the implementation of Handicap International’s mandate and AVR technical strategy in Afghanistan.

She/he will contribute to the implementation of projects by providing technical expertise and ensuring that the quality and impact of HI’s projects are optimized. She/he works closely with the programme's technical and operations team, including AVR field teams. In addition, in collaboration with the Technical Head of Programmes, She/he will represent the HI Afghanistan Mission and its AVR component to external actors.

This position requires high mobility with around 70% of the time spent in the field.

Missions / Responsibilities

Mission 1: Provide technical guidance and support to HI programme teams in accordance with the overall technical frameworks and standard within the AVR sectors

  • Provide appropriate technical guidance and support to Technical Head of Program and AVR project teams;
  • Ensure project(s) activities are implemented in accordance with HI internal quality and technical standards and propose adjustments or improvements as necessary.
  • Apply technical expertise to review and adapt AVR documents including tools, materials and reports aligning with HI's technical norms and standards;
  • Contribute to design of tools for and the collection of AVR operational data to ensure adequate follow up of the activities or adhoc data collection activities, and ensure appropriate measurement of project achievement in his/her area of expertise in conjunction with the project and MEAL teams.
  • Ensure that AVR data process is set and utilised in compliance with the rules and principles set by the MEAL team.
  • Maintain appropriate data tracking systems to enhance regular reporting to Technical Head of Programmes and relevant teams e.g MEAL
  • Provide technical recommendations to AVR field teams and submit field visit reports with necessary recommendations.  
  • Where appropriate, coordinate and collaborate with the project's technical partners as delegated by Technical Head of Program
  • Lead on the collation of field data for reports for relevant stakeholders e.g DMAC

Mission 2: Ensure the quality control of HI AVR programme

  • Ensure that the AVR activities implemented in country comply and abide within the National and International Mine Action Standards and proposes adjustments or improvements when necessary
  • Conduct quality management activities including quality assurance monitoring of the AVR activities and providing technical recommendations to the field teams appropriately. This includes regular field monitoring visits to the AVR activity sites to ensure the quality implementation of AVR activities and the submission of reports to Technical Head of Programmes with recommendations; Capture and record best practices and draw on lessons learned from the AVR projects to  contribute to AVR technical learning in the mission.
  • Propose and recommend survey research and study topics on AVR related aspects to the Technical Head of Programmmes;
  • Apply technical expertise on developing AVR related survey tools and AVR project internal and external evaluation activities in support of project implementation and evaluations.
  • Oversee and/or support data collection for research activities (when required).

Mission 3: Contribute to the development of AVR capacities within HI and stakeholders

  • Contribute to the recruitment for AVR project field staff by providing technical expertise on the contents of tests and interviews. 
  • Identify the training needs, gaps and priorities of HI staff, partners and stakeholders and design training plans accordingly;
  • In coordination with the AVR HQ specialists, update or develop training packages for EORE, VA, community liaison and conflict sensitivity;
  • Implement training, awareness sessions and guidelines on international and national standards related to EORE, VA, community liaison and conflict sensitivity;
  • Contribute to AVR technical assistance provided to stakeholders including national authorities.

Mission 4: Contribute to ensuring HI's technical influence in her/his sectorial scope

  • Represent HI in the relevant cluster meetings of NGOs/UN organizations and provide technical inputs where necessary;
  • Conduct on-going liaison with all relevant stakeholders (government, INGOs, national NGOs, national mine action centers, UN, donors etc.), to establish, and maintain networks for information exchange;
  • Represent HI to exchange technical expertise in relevant local networks and with local partners;
  • Works in collaboration with Technical Head of Programme and policy and advocacy colleagues to develop AVR-related advocacy messages.  
  • Draw technical ideas from the implemented AVR project activities to develop human impact stories, case studies and testimonials and ensures their dissemination. 
  • Support the development of AVR MoU’s, sub-agreements and Standard Operating Procedures in line with the requirements of National Mine Action Authorities (NMAA) "

Mission 5: Contribute to business development and reporting

  • In collaboration with HI Afghanistan and HQ technical colleagues contributes to the development of opportunities or new projects within his/her sectorial scope.
  • Contributes to the development of context analysis within his/her thematic area.
  • Supports the preparation of donor reports, internal reports and updates as required.

Mission 6: Emergency Preparedness and Response Responsibilities

1. Contribute to the support or implementation of AVR-related emergency preparedness actions of the Misson and, during an emergency, adapts his/her work modality in order to contribute to an effective HI humanitarian response.

Job Requirements

Qualifications:

  • Degree in Education, International Development, Human Rights or other relevant Social Science fields.
  • Understanding of disability and inclusion

Experience

  • Minimum of 5 years professional experience in the field of humanitarian mine action
  • Previous experience with international or local NGOs
  • Proven experience in conducting Victim Assistance & EORE activities such as risk education sessions, IEC material development and delivery of trainings for EORE teams

Strong skills in and/or knowledge of the following:

  • Experience and strong understanding of national and international standards for mine action Management of training and skills development actions
  • Experience of engaging with Directorate of Mine Action Center for Afghanistan (DMAC).
  • Excellent written and spoken English (Mandatory – this will be tested at all stages of the interview process)
  • Good Dari and Pashto verbal and written skills
