About Concern Worldwide- Afghanistan

Identity: Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Currently, Concern has been working in Afghanistan since 1998, when it responded to an earthquake disaster in Takhar province.  Currently Concern has been working in Takhar and Badakhshan provinces undertaking both emergency response and long term developmental work in the areas of livelihood security, primary education and Water, Sanitation and Hygiene.

Job Description

Main duties and responsibilities:

Programme Implementation:

  • Ensuring programmes are implemented in line with the Concern Worldwide policies, procedures and Core Humanitarian Standards.
  • Analyzing and resolving issues that have the potential to jeopardize programme deliverables.
  • Participating and reporting during programme planning and reviews.
  • Ensuring lessons learned are shared with relevant stakeholders.
  • Working to achieve complementarity across programmes and increasing impact at community level.
  • Closely coordinating with Programme Coordinators, Programme Managers, and the Consortium Director to ensure programmes are implemented in line with the programme plan, proposal, and Concern standards.
  • Updating the Programme Director and briefing the Country Management Team on a regular basis.
  • Providing regular reports, programme updates and work-plans to the Programme Director.
  • Ensuring regular multi-sectoral programme meetings to reinforce integration.

Budget Management:

  • Monitoring under, overspending in each programme budget, and advising on solutions.
  • Coaching, mentoring and assisting budget holders to develop accurate budgets.
  • Reporting any suspected or actual financial irregularities to the Country Director.
  • Ensuring strict adherence to Concern’s Financial Policy and Procedures.
  • Ensure efficient use of resources across departments, including transport, logistics and staff.

Security Management & Accountability:

  • Ensuring all staff are aware of and adhere to Security Management Plan (SMP).
  • Ensuring a functioning Security Focal Group. 
  • Ensuring a functioning Complaints Response Mechanism.

Representation & Networking:

  • Serving as the focal point for all government coordination at the provincial level, including with all line ministries.
  • Negotiating access to programme areas and for programme staff.
  • Coordinate meetings for staff visiting the province.
  • Attending regular coordination meetings, including the PDC meetings, as well as ad hoc meetings.
  • Establishing and maintaining strong relationships with local authorities and organizations.
  • Ensuring strong relationships, continual capacity building and monitoring of local implementing partners.

Support System & Staff Management: 

  • Ensuring strict adherence to Concern’s Procurement Policy and Procedures.
  • Supporting all area staff to understand and complete their objectives.
  • Ensuring regular cash and stock counts.
  • Ensuring proper review of financial documents before payment process by Finance Officer.
  • Monthly review of cashbook and shared observation with Country Finance Controller.
  • Ensuring a fair and transparent recruitment process for all new hires.
  • Assisting with the recruitment of national staff and ensuring optimal leave/ R&R planning for national staff.
  • Ensuring induction is provided to all new staff and performance development reviews are completed for all staff.
  • Notifying HR department in the case of any disciplinary and grievance issues.
  • Ensuring safe programmes, including a safe working environment.
  • Championing inclusion in the office and in programme design and implementation.

Emergency/ CHS (Core Humanitarian Standards):

  • Concern is committed to CHS to ensure downward accountability. CHS standards guide Concern activities in all stages both emergency and development projects /programs. In Afghanistan, we also bounded our activities by Accountability framework and therefore any Afghanistan employees is responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that all accept and implement CHS standards in all our activities.
  • To give full support in relation to emergencies/ humanitarian operations when occurring in any area that Concern Afghanistan will respond. This can include but is not limited to participation in the Concern Afghanistan Rapid Deployment Unit (CARDU) and deployment on emergency response teams.

Job Requirements

Qualification and experience:

  • University degree- relevant post graduate qualification
  • Five years’ experience in managing field based operations with an international NGO
  • Management of diverse and multi-sectoral programmes.
  • Management of a diverse team of staff.

Communication:

  • Ability to communicate with all levels in the organization and external stakeholders openly and transparently

Behavior:

  • Well-developed interpersonal and team building skills and proven ability to be flexible in demanding situations.

Skills:

  • Fluent in Dari and Pashto and excellent written and spoken English
  • Computer literate and good knowledge of Word and Excel.
  • Knowledge of finance, logistics and administration functions
  • Delegation, time management and prioritizing skills

Communication, Negotiation, Networking and interpersonal skill
