Job Description

Purpose of the Job:

The purpose of the Admin Officer Government Liaison is to support NRC West-Herat in facilitating of administrative procedures, reports, project registration and providing various kind of report to Government and keep a good relationship with government institutions and individuals that enables NRC smooth programmes implementation in NRC’s West Area office. The Admin Officer Government liaison will ensure implementation of NRC policy, procedures, and tools in NRC Afghanistan with focus and main responsibilities on Admin and Human resources functions.

Generic responsibilities:

  • Implement NRC’s systems and procedures at area level
  • Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements
  • Prepare and submit reports and analyses internally and externally as authorized
  • Ensure proper filing of all supporting documents
  • Ensure development and implementation of administrative systems and procedures
  • Ensure adherence to NRC policies and the government rule and regulations in all processes and procedures
  • Coordinate with relevant stakeholders, partners, suppliers, authorities, lawyers, government departments etc.
  • Systematically build and develop relationships with relevant government agencies.

 

Specific responsibilities :

Administration:

  • Ensure the registration of projects related to the West Area offices in Directorate of Economy of the relevant provinces and introduce them to the relevant sectoral departments for better coordination and implementation.
  • Ensure agreements and project letters (as well as other documentation, including project introductory letters, reporting, other correspondence) and their fulfilment by both NRC and corresponding agencies, in a manner in line with principled humanitarian action, in the best interests of our beneficiaries and also our donors.
  • Manage appropriate translation, documentation and archiving of all correspondence and meeting records with government officials
  • Coordinate timely preparation and delivery of financial/activities reports to the Directorate of Economy and other government sectorial departments in West Area Office
  • Regularly meet government department’s focal points, to support effective inter-organizational communications.
  • Regularly (or on an ad hoc basis) internally discuss bureaucratic impediments suffered by NRC Area and Field Offices and follow up issues with respective Directorate and as well as through Government Liaison Coordinator at Ministry level.
  • Responsible for Guesthouse management, supervising auxiliary staff and travel

Human Resources :

  • Provides advice and assistance to Hiring Manager on job requirements, recruitment process, and selection of interview panel, preparation of Interview Plan and preparation of job descriptions.
  • Initiate recruitment processes for Herat Office and ensure of approved documentation are processed, announced, and organize long and short-listing process.
  •  Review and feedback on shortlisting, facilitate the interviews and written test process
  • Organize interview process and testing process, including collection of required documentation (ID Card, References, education verification etc.)
  • Implement hiring process: Help, conduct, document and verify references in consultation with hiring manager ensure job contract and all HR/administrative documentation for personnel file is complete.
  • Ensure that all HR documentation is completed and filed, and that personnel records are complete and kept confidential.
  • Ensure transparency in the recruitment process and make sure all the vacant positions in central region are filled with high quality.
  • Keep track of all national recruitment in Herat Office
  • Transparently manage the HRMIS/Agresso HR Database. Input employee details, allocate resource numbers and continuously update to ensure the staff establishment is accurate for payroll and reporting purposes for Herat Office and report it to HR/Admin Coordinator on regular basis.  
  • Responsible for the confidential filling and archiving of all personnel files. Periodically checks files to ensure all missing documents are provided, securely keep in both hard and soft copy in line with NRC filling key. Takes keen interest in securing proof of life forms from all staff for secure storage as per NRC guidelines
  • Focal point person for the grievance, complaints, and code of conduct handling.
  • Maintain truckers and records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, attendance, and absenteeism rates for Herat Office.
  • Undertakes other task as deemed necessary in Line with goal providing support to management in country office.
 

Job Requirements

Generic professional competencies:

  • 3-5 years’ experience in Human Resources Management with International Humanitarian and development organisations
  • Fluency in English language and local languages Pashto and Dari
  • Strong understanding of organizational dynamics in government institutions with interest in displacement issues
  • High level of applied understanding of Afghanistan tax law, labor law, and other relevant legislation
  • Strong interpersonal skills and application of expected or formal protocol
  • Responsible, reliable, and punctual.
  • Ability to multi-task.
  • Representation skills.
  • Knowledge of archiving and filing
  • Strong communication skills. 
  • Ability to work under pressure
  • Knowledge of HR practices
  • Good follow up and organizing skills

Education:

  • University degree, in Business Administration or related field preferred. Management studies degree specialized on Human Resources Management/development is an advantage.
