Job Description

Job Summary:

Accountability Officer will be responsible for orienting the project team on the accountability, ensuring beneficiary complains are received and responded in a timely manner. 

Duties & Responsibilities:

  1. Support the design of the accountability log-frame for the projects.
  2. Ensure accountability plans are developed and well-coordinated with project staffs and organization.
  3. Ensure key information (ASLO Code of Conduct, its accountability mechanisms in place, external accountability mechanisms), reach beneficiaries using a number of methods such as: leaflets, posters, orientation and group discussions with community representatives and members, hotline.
  4. Develop and roll out effective community-based complaint and response mechanisms in collaboration with Programme and project Staff, such as: hotline, complaint box, etc.
  5. Conduct regular meetings with beneficiaries and local stakeholder on a structured basis including: focus groups discussions; household interviews; key informant interviews.
  6. Direct management of the complaint mechanism in place, in respect of the confidentiality of the information received. 
  7. Take action on the complaints received, such as providing the requested information, or referring the case to the relevant staff responsible to address it (depending on the nature of the request or complaint);
  8. Manage the dedicated ASLO Accountability tools, to track the status of each case and ensure that follow-ups are being made, and strive to increase levels of beneficiary satisfaction with the follow-ups provided by ASLO.
  9. Provide regular quantitative and qualitative accountability reports, in coordination with the M&Es officers and Program.
  10. Work closely with program teams to ensure all feedback is incorporated into approaches and future programs, where possible.
  11. Support the preparation of periodical internal and external reports to ensure they are in line with the accountability mechanism.
  12. Compile monthly accountability reports and file all accountability and feedback materials.

Perform other duties as assigned by the supervisor.

 

Job Requirements

Bachelor’s degree,  

Work experience:    

4 years’ experience in working with NNGOs/INGOs with relevant community development/training and capacity building focus

Languages:         

·       Excellent speaking, writing and understanding of English and Dari is required.

Computer skills:     

·       Excellent knowledge of Microsoft Office application.

Others:

·       Strong critical thinking and reasoning skill

 

Experience in training, community consultation, and systems development;

Understanding and familiarity with data management;

Hands-on experience of monitoring and supporting community-based development program.

Excellent report writing, communication (written and verbal) skills, and strong IT skills;

Experience in facilitating focus group discussions with local communities and reporting.

Strong facilitation and communication skills;

Good reporting skills including compilation, analysis & presentation
