The Women’s Activities and Social Services Association (WASSA) was established in 2002 as Afghanistan's first women’s independent organization. WASSA aims to promote the women’s equal participation in socio-economic sectors and support the current humanitarian crisis by providing emergency humanitarian and livelihood assistance to vulnerable households, especially women.
To support WASSA’s vision and mission, some potential candidates are needed to be recruited for a project funded by UN Women to strengthen women’s livelihoods through increased access to skills and resources. The project will be implemented in three districts of Herat Province for a period of 15 months.
Job Description:
The Accountability Officer will be responsible to develop a strong Feedback, Complaints and Response Mechanism (FCRM) and should make sure this (FCRM) is put in place. S/he will be responsible for managing and monitoring participant feedback on a daily basis and will prepare analysis reports presenting general trends to be shared with project teams. The Accountability Officer will also support project teams to promote the FCRM in the communities where WASSA functions, ensures transparent communication and information sharing with communities, and to identify opportunities for men, women, boys and girls to participate in decision-making throughout the project cycle in accordance with WASSA’s Program Quality Standards and MEAL Policies and Procedures.
Main Responsibilities:
1. Operate and manage safe and accessible Feedback and Complaints Response Mechanism (FCRM).
1.1 Lead consultations with men, women, boys and girls in communities where WASSA works to identify their preferences for feedback and complaints channels and communication and develop an appropriate AAP mechanism.
1.2 Based on community preferences, ensure safe feedback, complaints and response channels are in place, in coordination with project teams and program.
1.3 Receive and document feedback and complaints received from various channels
1.4 Refer or escalate feedback according to WASSA’s FCRM and Safeguarding Policy
1.5 Follow the CRM mechanism including, collecting, acknowledging, analyzing and responding to any mechanism received from project participants.
1.6 Document the feedback or complains in an appropriate data management system
1.7 Prepare weekly and quarterly reports on trends and learnings from the FCRM, per project
2. Build capacity of all staff, partners and project participants on accountability
2.1 In coordination with Program Managers, develop training and refresher modules that ensure that all participants have a shared understanding of accountability and understand their role in the FCRM.
2.2 Facilitate training for all staff using adult learning methodologies and materials.
3. Ensure all project participants are aware of the FCRM, key project information, and expectations
3.1 Develop Accountability materials in language that can be widely understood by people in the field and by WASSA’s program participants
3.2 Work with project staff to develop a communication plan for each project to promote the use of the complaint and response mechanism by men, women, boys and girls
3.4 Facilitate, or support others to facilitate, awareness sessions and promotion of Accountability in a way that can be widely understood by program participants
3.5 Maintain records of Accountability awareness raising and promotion activities, including numbers of participants, and submit to Program Manager as required
4. Periodic review of accountability practices
4.1 In collaboration with programming and MEAL staff, review and refine accountability practices on a periodic basis and address any gaps or challenges that arise.
Qualifications and Education Requirements
Qualification: Bachelor’s degree in the field of Social Science, International Development, or related fields. Extensive experience in a similar responsible position is considered equivalent.
